Venezuela Defers to Bolivia on Security Council Seat

(CNSNews.com) - Venezuela is removing itself from consideration for the open seat on the United Nations Security Council and is now backing Bolivia. Bolivian President Evo Morales said Tuesday his country has agreed to be a candidate for the Security Council as a non-permanent member. Morales said Venezuelan President Hugo Chavez acknowledged to him in a telephone conversation that his country would not be able acquire the two-thirds majority needed to secure the seat. The U.N. General Assembly has already elected Belgium, Indonesia, Italy and South Africa to serve as non-permanent members on the Security Council for the two-year terms that begin on Jan. 1. The fifth seat, still in dispute, will be awarded to either a Latin American or Caribbean nation. Strongly opposed to the Chavez regime taking a seat on the Council, the United States has backed Guatemala for the position. Bolivia is closely aligned with Venezuela. With the exception of just one round of voting that ended in a tie, Guatemala has held a clear lead over Venezuela. Voting is by secret ballot, and there is no official limit to the number of rounds. In the past a third party has emerged when member states stalemated on their preferred choice. Thus far, the stand-off between Venezuela and Guatemala has consumed 35 rounds. In the latest round Guatemala obtained 103 votes and Venezuela received 81. But 123 votes are needed to secure the position. Voting continued Wednesday with Guatemala continuing to lead Venezuela by a clear margin. In the 36th round, Guatemala received 109 votes versus 72 to Venezuela.
